DOLE 12 launches RCC Online Referral System to SoCot PESO Managers

Koronadal City-The Department of Labor and Employment-Regional Coordinating Committee (DOLE-RCC) Online Referral System was successfully introduced to the Public Employment Service Office (PESO) managers of the province of South Cotabato during the conduct of the 1st South Cotabato PESO Managers (SOCOPEM) meeting on 29 January 2021 at Fred Ann’s Food Haus and Catering Services, this city.

 

The PESO managers and Job Placement Officers (JPOs) of South Cotabato were in full support in the newly created referral system initiated by the DOLE Regional Office XII in coordination with the Regional Coordinating Committee (RCC) XII composed of OWWA, POEA, NLRC, NCMB, RTWPB, PESO, OSHC, ECC and PRC.

 

DOLE-RCC XII Online Referral System is an internet-based referral system which aims to simplify the referral of DOLE-RCC clients from the traditional approach. The system requires users of their username and passwords to access the system and a menu of functions from encoding clients’ name for referral to the enrolled program of a particular agency. The system is anchored on the Ease of Doing Business and Efficient Government Delivery of Service Act of 2018 under Republic Act 11032 which seeks to increase efficiency by reducing process time, eliminating red tape and curbing corrupt bureaucratic practices.

 

Members of the RCC 12 also presented their enrolled programs and services in the system and provided answers to queries of the participants. Process of virtual special recruitment activity from POEA, registration of working foreigners and the updated forms for registration of workers’ association were some of the queries which were clarified.

 

For Fiscal Year 2021 DOLE programs and services implementation, PESOs and JPOs were provided updates on financial allocation and procedures specifically on programs such as DOLE Integrated Livelihood Program (DILP), Registration of Workers Association (RWA), Tulong Panghanapbuhay Sa Ating Disadvantaged/Displaced Workers (TUPAD) and Special Program for Employment of Students (SPES) and online submission of monthly reportorial requirements.

 

Incentives including jackets, PPEs such as alcohol, masks, face shield first aid kits, wearable air purifier and portable UV sterilizer were distributed to PESOs and JPOs. They were also provided with wifi modem to provide them with alternative online connectivity.

 

Assistant Regional Director Arlene Bisnon and head of DOLE-South Cotabato Field Office acknowledged the contribution of the PESOs and JPOs in the implementation of DOLE Programs in their area of jurisdiction.

 

“Public service first for the benefit of others”, Bisnon added. “The DOLE-RCC XII Referral System is a great innovation at this time of pandemic when non-essential travel is restricted. With the system, we are able assist and refer to our clients from the far-flung areas with our fingertips, this is undoubtedly pure public service,’’ said ARD Bisnon.

 

Further, RD Raymundo Agravante emphasized that online transaction will continue to be the trend this year in most government transactions as to prevent the influx of clients and avoid physical contacts to employees.

 

“We keep up with the pace in online transaction as we adopt to this new technological means, an online referral system which is easier, unique, and innovative approach in ease of doing business in the government,” said RD Agravante. End/HMDeriada/CDGamboa
