Koronadal City- The Department of Labor and Employment (DOLE) 12 facilitated the Orientation on the Implementation of Child Labor Prevention and Elimination Program (CLPEP) and Profiling of Child Laborers for 2021 at The Farm, Carpenter Hill, this city on March 8-9, 2021.
The said orientation was purposely done for the transfer of knowledge and technical capabilities of the Department’s CLPEP focal persons and community facilitators assigned in the regional and five (5) field offices.
Salient topics presented include R.A. No. 9231, Guidelines on the issuance of Working Child Permit, D.O. 149-16 or the Guidelines in Assessing and Determining Hazardous Work in the Employment of Persons Below 18 years old, Strategies of Child Labor Prevention and Elimination Program, and A.O. 579-19 or Revised Guidelines on the Profiling of Child Laborers and Provision of Services to Remove Them from Child Labor.
Participants were also apprised on profiling, assessment, and monitoring tools which form part of the success indicators in the CLPEP implementation in the region.
DOLE 12 Regional Director Raymundo Agravante reminded the participants on the importance and guiding principles in the conduct of CLPEP and child labor profiling in response to the findings and research of the International Labor Organization on child labor in the Philippines.
“CLPEP focals and community facilitators’ role is not only to identify the child laborers (CLs) in the region but also to facilitate the needs of the CLs by referring them to various agencies such as the DSWD, DOH, DepEd, TESDA, LGUs and private partners, among others. The DOLE on the other hand, shall continue to assist the parents and identified/profiled CLs through our programs and services such as our livelihood assistance, SPES, Project Angel Tree and other entrepreneurial opportunities to achieve full withdrawal from child labor,” added RD Agravante.
The DOLE is the lead agency in the implementation of the Philippine Program Against Child Labor and Chair of the National Council Against Child Labor created by virtue of EO no. 92 signed by President Rodrigo Roa Duterte on 17 September 2019. End/CDGamboa
