KIDAPAWAN CITY, January 30, 2019 – To further spread awareness on the newly-approved OSH Law to companies in region 12, the Department of Labor and Employment 12-North Cotabato Field Office (DOLE 12-NCFO) conducted an orientation on D.O. 198-18 Implementing Rules and Regulations of Republic Act No. 11058 “An act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof,” at Eva’s Hotel, here.

The orientation of D.O. 198-18 in Kidapawan City is the first cascading orientation set in Cotabato Province and has the following objectives; to further strengthen the advocacy on Occupational Safety and Health (OSH), to increase the compliance in OSH standards, and to establish safety culture in the workplace.

Marjorie Latoja, the Chief Labor Employment Officer and NCFO head, welcomed and thanked the 61 employer representatives that attended the orientation. These employers came from the municipalities of Antipas, Arakan, Magpet, President Roxas, Makilala, and Kidapawan City. She also emphasized that the cascading activity was conceptualized to disseminate the amended OSH law with the view of creating the best working environment in all establishments.


NCFO’s Labor Inspector, Ernesto Coloso discussed the salient features of D.O. 198-18 like Duties and Rights of Employers, Workers and other persons, OSH Programs of all covered workplaces, Composition of OSH Committee, Requirements on OSH personnel and facilities, OSH Administrative Reportorial Requirement, Workers’ Welfare Facilities, Joint and Solidarity Liability of Employers and Contractors/Subcontractors, Incentives to Employers and Workers, and Prohibited Acts and its Corresponding Penalties.

Coloso also gave emphasis on the details of Section 29 of the said order which states that “…any willful failure or refusal of an employer, contractor or subcontractor to comply with the OSH standards shall be penalized accordingly…”

The cascading was a big help for us knowing that the topic discussed will be beneficial to our responsibilities as human resource personnel. It was also a great opportunity and we are fortunate that DOLE-NCFO initiated such activity,” said HR officer Jevi Lapasaran.

DOLE 12 Director Sisinio Cano emphasized that with DO 198, safety of people at work will be ensured. He also encouraged other private establishments and their workers to comply with this new law that will attribute to prevention of loss of life and limb. End/MPL/ANBG
